Memo: NSEA Seeks Amendment to SB425

NSEA seeks amendments to the composition of the Commission to include a broader representation of school employees and to simplify the teacher appointment process.

SB425 creates the Commission on Innovation and Excellence in Education to develop a statewide vision and implementation plan in improve education.

NSEA seeks amendments to the composition of the Commission.

SB425 creates a very broad stakeholder Commission, and NSEA appreciates the inclusion of a teacher member appointed by our President. However, we would point out that while the Commission includes teachers and administrators, other educators are not included in the composition of the Commission. Further, the process by which the teacher appointing authorities are to coordinate appointments to ensure there is one elementary and one secondary as well as one urban and one rural teacher, alternating characteristics at the beginning of each term could prove cumbersome and potentially exclude half of all teachers.
